Project Objectives

The Government of Kiribati (GOK) through the Ministry of Information, Communications and Transport (MICT) in collaboration with the World Bank under a US$12 Million grant is in the process of implementing the Digital Government Master Plan 2021. The Kiribati Digital Government Project (KDGP) will support key focus areas outlined in Kiribati’s Digital Government Master Plan (2021), notably on Governance, Technical Infrastructure for digital government, and e-Government Applications.

  • Establishment and operationalization of a Digital Transformation Office
  • Regulatory framework for digital government and digital economy adopted
  • Services using digital identity verification of persons
  • Users reporting satisfaction with select public digital services 

The KDGP Project will finance the following key components:

COMPONENT 1

  • Establish & Equip Digital Transformation Office (DTO) within MICT office at Betio.
  • Laws and regulatory advisory (Digital ID, Data Protection, Cyber Security, E-commerce, Data Sharing)
  • Digital Government implementation advisory Support
  • Cyber Security Capacity building

COMPONENT 2

Digital Government Foundation

  • Infrastructure and Architecture
  • Data Centre
  • Unified Communications (e.g. emails)

COMPONENT 3

Digital ID & e-Signature

  • Technical Design
  • Software & Equipment Upgrade
  • Integration of Digital ID & e-Signature for selected government online services

COMPONENT 4

Government Services Portal

  • National Portal (1 stop for online services)
  • Enabling two-way digital communication between citizens and the government.

Project Management Unit

The KDGP PMU is housed within the DTO office and is staffed by 3 officers - Project Manager (PM), Procurement Officer (PO) and a Communications and Marketing Officer (CMO).
